The HARTFORD COMMUNITY DEVELOPMENT AUTHORITY (HCDA) is a non-profit, quasi-municipal corporation established for the purpose of obtaining grants from federal and state agencies to assist people in the Hartford area with housing and related services.  The agency receives no city tax dollars.

The agency was formed in 1971 as the Hartford Housing Authority to administer housing programs that improve, preserve and provide affordable housing for low and moderate income households.  Initially the agency was created by the City of Harford Common Council to construct, own and manage 45 units of Section 8 new construction elderly housing known as Harthaven at 33 High St.

Since then the HCDA has expanded the number and scope of its programs to include all facets of housing and related economic development to improve the quality of life in and around the City of Hartford.

Section 8 Housing Choice Voucher Rent Assistance Program

This program enables families and individuals to pay rent according to what they can afford.  Generally, the tenant’s portion of the rent is based on 30% - 40% of their monthly income and the U.S. Dept of Housing and Urban Development (HUD) provides the HCDA with funds to pay the balance of the rent to the Landlord. Hartford Highlands is a HUD-subsidized “Section 236” project, which allows the rents to be affordable for families. These 44, three bedroom townhouses are located on the southeast end of Hartford.  Each unit has a full basement with washer/dryer hook-ups; the first floor consists of a living room, kitchen and ½ bath; the second floor has 3 bedrooms, full bathroom and large linen closet.  Off street parking is available for one vehicle per apartment.  Heat, water, sewer, central air conditioning, and appliances are included with the rent.  Maximum of 2 cats are allowed. Harthaven

Harthaven consists of 62 one bedroom units in a 3-story apartment building for seniors 62+.  Heat, electricity, water/sewer and all appliances are included in the rent.  Rent is based upon income in 45 units.  The remaining 17 units have a lower than “market” rent. (1) On-site amenities include beautiful grounds, elevator, two community rooms, laundry facilities, emergency pull cord system and off-street parking. One pet is allowed.
Family Unification Program (FUP) These vouchers are strictly for families referred by Social Services whose children have been, or are about to have their children placed in foster care due to lack of suitable housing (1).  A FUP contract is entered into with the HCDA, the client and Washington County Social Services, outlining the responsibilities of the family under this Program. Goals to achieve self sufficiency must be met to continue receiving assistance.
  Property Management The HCDA provides property management services in the City of Hartford. 
Economic Development Loan Program Funds were awarded to the City of Hartford on a competitive basis from the State of Wisconsin for business start-up and/or expansion.  Job creation or retention within the City of Hartford is required as a condition of the loan.  Loan and security agreements are executed prior to disbursal of funds to the borrower. Housing Rehab Loan Program Provides low interest or deferred loans to home owners and/or Landlords. Occupants’ income must be at or below 80% of the County Median Income. (1) Rehab work includes, but is not limited to, insulating, window replacement, furnace, water heaters, roofs and painting/siding.  The property to be rehabbed must be located in the City of Hartford or an annexation covenant recorded.

The HCDA operates the Division of Energy’s Weatherization Program in Dodge and Washington County.  This program helps reduce heating bills and conserve energy at no cost to the household, which includes homeowners and renters.  Some common weatherization services include: insulating attic and sidewalls, repairing or replacing furnaces, insulating water heaters, reducing air leakage, and providing information on energy conservation. HOME Program

This program is funded with federal dollars through the Quad County HOME Consortium.  It provides one-time grants to households within 80% of the CMI in Washington County for rent and/or security deposit for renters, mortgage assistance to prevent foreclosure and utility assistance.  To apply call Salvation Army 262-365-0405, who perform the initial assessment of each family.  Funds are disbursed by the HCDA.

QUAD County Home Consortium The Quad County HOME Consortium also provides low interest loans and grants for home purchase and repairs.  For more information call the Wisconsin Housing Partnership at 608-258-5560, extension 21. (1)
