City Clerk

Meeting Duties
  • Assist in the preparation of ordinances and resolutions and codification of the same
  • Attend meetings of the Common Council, Finance and Personnel Committee, Public Works Committee, and Board of Review as well as other meetings as required
  • Identify and notify appropriate property owners and residents affected by City action
  • Maintain a monthly calendar of all City meetings
  • Maintain affidavits of publication
  • Prepare and distribute meeting agendas, minutes, and other accompanying information for Common Council members and other boards, committees, and commissions
  • Prepare, publish, and post meeting agendas, bid official notices, public hearings, and other information as required by law
  • Provide an accurate recording of the proceedings
Record Duties
  • Administer the oath of office
  • Certify tax roll, assessment roll, and documents
  • Certify, attest, and record legal documents including ordinances, resolutions, contracts, and deeds as required
  • Enter every enacted ordinance and resolution into the permanent record of the City
  • Maintain all papers and records open to inspection during normal working hours
  • Oversee the records management program, including retention and disposition of official documents
  • Serve as notary public
  • Serve as the official custodian of all City records, public documents, and corporate seal of the City
Purchasing Duties
  • Ensure that all purchasing policies as established by the Common Council and the City Administrator are being complied with uniformly and consistently by all municipal departments and employees
Risk Management Duties
  • Act as the City’s Safety Coordinator by performing responsible work in the development and implementation of job safety and training programs for the City of Hartford
  • Maintain a complete record of individual employee training and other safety records
  • Provide for annual facility inspections of all City departments to ensure that the City is in compliance with OSHA and DOC regulations
  • Review all safety policies on an annual basis
Insurance Duties
  • Maintain an accurate list of all City-owned vehicles, buildings, property in the open, vehicles and contractors equipment
  • Monitor all insurance claims against the City
  • Process all worker comp claims and other insurance claims
License & Permit Duties
Administer the issuance of permits and licenses for:
  • Cigarette
  • Direct seller’s
  • Electrician
  • Fireworks
  • Intoxicating liquor/fermented malt beverages
  • Operator/bartender
  • Other miscellaneous permits in accord with applicable Wisconsin Statutes and City ordinance regulations
  • Picnic/gathering
  • Secondhand dealer
  • Weights and measures
